Practising attorneys are those who, having been issued a practising certificate by the General Legal Council for a calendar year, are legally entitled to carry on a private practice in Jamaica for that year. Attorneys-at-law in the full time employment of the Government of Jamaica (who do not have a private practice) are not required to have a practising certificate.

Practising attorneys must comply with the accounting obligations under Regulation 16 (1) of the Legal Profession (Accounts and Records) Regulations 1999, (the “Regulations”), which requires them to file either a declaration or an accountant’s report with the Council annually, in respect of the preceding financial year.

The declaration indicates that during the relevant year the attorney did not receive clients’ money or that it is impractical or unnecessary for the attorney to file an accountant’s report. The accountant’s report is a report prepared by a qualified accountant, filed by the attorney, and states whether the attorney has managed clients’ money and his/her books, records and accounts during the relevant year in accordance with the Regulations.

Please note that this list does not provide information with respect to any other year and therefore does not reflect whether any practising attorney has fully complied with his/her obligations under the Regulations. It is possible that attorneys in this list may have been non-compliant for previous years or may no longer be practising attorneys, having failed to obtain a current practising certificate, died or been disbarred.
